Proclamation No. 216 is the 2017 proclamation of martial law and suspension of the privilegeof the writ of habeas corpus in the whole of Mindanao issued by Philippine President, Rodrigo Duterte in May 23, 2017.Manila, Philippines For the third time, Congress gave its nod on Wednesday to President Rodrigo Duterte’s request to extend martial law in Mindanao for another year, a move the Chief Executive said would “put an end to the on-going rebellion in Mindanao.”
With a final total vote of 235 for an extension, 28 against and one abstention, Congress voted to extend martial rule in the South.
The outcome came after about three hours of debates in a joint session at the Batasang Pambansa Complex in Quezon City.
He argued the extension would enable the Armed Forces of the Philippines, the Philippine National Police and other law enforcement agencies “to finally put an end to the on-going rebellion in Mindanao and continue to prevent the same from escalating in other parts of the country.”
He said the facilitation that martial law extension will bring the marawi rehabilitation as well as regaining normalcy in mindanao, and indispensable constitutional and legal factors havel also been considered by panel.
Duterte put in martial law in May last year when Islamic state-inspired maute and Abu sayyaf group occupied Marawi city, resulting in nearly five months of heavy fighting that left much of the city in ruins.

A military intelligence report saying nobody was arrested or charged with rebellion in 2017. Rebellion is one of the justifications for martial law in the 1987 Constitution and a supposedly continuing rebellion is the basis for the extension of martial law until the end of 2019.
Presidential Spokesperson Salvador Panelo said the martial rule in Mindanao has resulted in “substantial progress in addressing rebellion” in the region as well as “promoting the overall security and peace and order situation” there.
If we want to maintain the peace and order in our country, and if we want to have a peaceful plebiscite, martial law is good because it is not in marcos time.There is no curtailing of freedom there.We only see massive checkpoints and surrender of firearms.We need to release the martial law pain during marcos time, and to re-establishment it today.
